The council is proposing planning changes that would introduce tighter restrictions for building on rural land, with permits required to build on anything less than 250 hectares. The council says the scheme aims to protect agricultural land but the Victorian Government has vowed to block the changes in Parliament because it believes the 250 hectare limit is unacceptable.
