An American expert on land-use planning says Calgary should focus on rejuvenating its inner-city neighbourhoods. Robert Liberty, a metro councillor in Portland, Ore., spoke at a conference on sustainable development at the University of Calgary over the weekend. Liberty has been a leader in inner-city redevelopment, as well as transportation and land-use planning, in Portland. He said it’s cheaper to redesign inner-city neighbourhoods than to build suburbs.
