MOSCOW TIMES – Over the past 10 years, Prime Minister Vladimir Putin has been one of the biggest cheerleaders of Glonass — a Brezhnev-era satellite navigation system that is intended to be an alternative to the U.S.-based GPS system, which has been operating since 1995.
