Kansas City voters could be headed to the polls for a ninth time to decide on light rail. Rail advocate Clay Chastain turned in enough signatures to get a $2.5 billion light-rail plan on the ballot this fall, the city clerk said. Chastain, who lives in Virginia, wants voters to approve a three-eighth-cent sales tax increase to fund the plan, which counts heavily on money from the state and federal governments as well as philanthropic contributions. Read more
