Former USGS Leader Kevin Gallagher Joins Woolpert as Senior Geospatial Advisor

Gallagher will advise on federal strategy and help expand Woolpert’s geospatial growth in the U.S. and globally.

 

DAYTON, Ohio (June 2, 2026) — Kevin Gallagher has joined Woolpert as a senior geospatial advisor. A former U.S. Geological Survey (USGS) associate director for Core Science Systems, Gallagher brings nearly 40 years of federal service and executive leadership experience spanning geospatial strategy, science informatics, technology modernization, and national mapping efforts.

As senior geospatial advisor, Gallagher will provide strategic counsel supporting the firm’s long-term growth across federal and international geospatial markets.

At USGS, Gallagher served as chief information officer and chief technology officer where he led enterprise IT and telecommunications operations, including overseeing the Geologic Mapping, Geospatial Mapping, and Science Informatics programs and managing the world’s largest Earth science library. He also co-authored the USGS science strategy Facing Tomorrow’s Challenges: U.S. Geological Survey Science in the Decade 2007–2017.

“Over my nearly 40-year federal career, I’ve focused on advancing mission performance through technology innovation and collaboration across the geospatial, science and technical communities. Together with USGS and partners in industry, academia, and government, we expanded the impact of geospatial data in meaningful ways,” said Gallagher, “I’m excited to join Woolpert, a recognized leader in geospatial innovation, and look forward to contributing to its legacy of advancing performance, strengthening partnerships, and driving impactful outcomes worldwide.”

Gallagher, who holds a Bachelor of Science in Management Information Systems from James Madison University and a Master of Science in Information Systems from Syracuse University, completed the Senior Executive Fellows Program at Harvard University. He also earned a Chief Information Officer Certificate from the National Defense University and served as a Congressional Fellow.

Gallagher is a recipient of the Presidential Rank Award for Meritorious Executive, the Department of the Interior Distinguished Service Award, and the MAPPS Visionary Leadership Award.
