Public-private Partnership Possibilities to be Discussed at the 6th International Conference “Earth from Space – the Most Effective Solutions

Possibilities and perspectives of the public-private partnership development in space industry will be discussed during the 6th International Conference “Earth from Space — the Most Effective Solutions”, as well as issues related to the contractual system inpacts on the Earth remote sensing development.

Conference participants will discuss illustrative national examples of such a public-private partnership endeavor, including the start of “Canopus-V” satellite data reception by the departmental emergency space monitoring system; empowering universities – UNIGEO consortium participants – to operate with the Meteor-M №1 satellite data.

The system of space monitoring of emergencies of the Russian EMERCOM handles “Canopus-V” satellite data in direct reception mode. The universal small-size UniScan stations, developed and produced by ScanEx RDC, are the backbones of this system. The stations are installed in Moscow, Vologda, Krasnoyarsk and Vladivostok and enable to get satellite images from different spacecrafts at high frequency for monitoring, forecasting and emergency response.

ScanEx RDC and the Research Center for Earth Operative Monitoring will provide the possibility to work with the “Meteor-M” №1 satellite data to the universities-participants of the University geoportal (UNIGEO) consortium”, having own centers of space monitoring.

Besides the development of the public-private partnership the contractual system in purchasing, which is to replace in 2014 the state order system and which will have improved control elements, will have a great influence on the space industry.

The Federal Law from 05.04.2013 № 44-ФЗ “On the contractual system in purchasing commodities and service for federal and municipal needs” will come into force from January 1, 2014. What will be the impact on the remote sensing industry?  What is the principal difference of this new contractual system from the existing system of state orders within the frames of the Federal Law 94-ФЗ? This and many more other similar questions will be discussed by the participants of the 6th International Conference “Earth from Space – the Most Effective Solutions”.

The 6th International Conference “Earth from Space – the Most Effective Solutions” will take place on October 1-3, 2013 at the Moscow Region “Vatutinki” resort hotel.  Key topics of the conference are: nature protection and access to space images and near real-time satellite-based monitoring services from civil society in Russia and abroad. Conference organizers are: ScanEx Research & Development Center, NGO Transparent World.
