Carroll’s topo-bathy lidar and hydrographic data experience with coastal restoration for agencies like USGS and NOAA will support the firm’s maritime market.
DENVER — Woolpert has hired Shelly Carroll, PMP, CBAP, ACP, as a geospatial program director in the firm’s maritime market. Carroll has more than 24 years of experience developing and analyzing geospatial data and providing senior leadership in support of federal and state geospatial programs. Her areas of expertise include topographic and bathymetric lidar, hydrographic data, acoustic survey, aerial imagery and coastal management.
Carroll began her career as a geospatial coordinator for the U.S. Fish and Wildlife Service, using remote sensing data to evaluate water quality changes as part of the nation’s first tallgrass ecosystem restoration. She then served for nearly 20 years as the GIS coordinator for Minnesota, establishing and supporting enterprise geospatial services throughout the state. As part of her emergency response duties as GIS coordinator, Carroll forged a strong relationship with Google. This led to an additional, parallel position managing Google data quality.
For the last few years, Carroll has provided tailored geospatial business intelligence for the U.S. Geological Survey (USGS), the National Oceanic and Atmospheric Administration (NOAA), the U.S. Forest Service, the Environmental Protection Agency and multiple industry leaders. She has created geospatial datasets in support of coastal restoration, acquired and processed lidar to refine floodplain models, and helped expand monitoring capacity for coastal regions through geospatial automation.
Carroll said the high-quality lidar data being collected for the USGS 3D Elevation Program supports the National Hydrography Dataset and addresses the nation’s pressing need for water resources management.
“These USGS programs enable the expansion of an accurate hydrographic data footprint across the country for use in multiple critical applications,” Carroll said. “It takes this kind of large-scale vision to solve large-scale problems. I am fortunate to have developed a keen eye for quality assurance and an understanding of how geospatial data can be used in new and expanding ways.”
Carroll, who has experience in both collecting and receiving geospatial data, said she appreciates that Woolpert shares her high standards and innovative outlook. But she said she joined the firm because of its people.
