THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. The US Army Corps of Engineers, Army Geospatial Center (AGC), is issuing this Request for Information (RFI) / Sources Sought to perform market research in order to determine the availability of firms which possess the capability to execute the requirements in the attached draft
Performance Work Statement (PWS). No proposals are being requested or accepted in response to this RFI. This
announcement does not obligate the Government to award a contract, nor does it obligate the Government to pay
for any preparation costs.
Respondents shall address all requirements in this RFI. Omission/lack of compliance with the requirements of this RFI qualify the submission as Non-Responsive. Capability Statements shall have a maximum of 15 pages. Capability Statements shall include the following general information:
a. Company name and address;
b. Federal contracts point of contact information including name, phone number and email address;
c. Summary description of the company;
•i. Core Capabilities;
•ii. Description of major services offered;
•iii. Federal Small Business Certifications;
•iv. Federal Contract Vehicles in which the firm participates;
•v. Major Clients (list the most important), Commercial and Government;
d. NAICS Codes;
e. Partners and major subcontractors;
f. Staff clearances and certifications;
g. General Company information, including:
•i. Registered company name;
•ii. DBA;
•iii. Year of incorporation;
•iv. State of incorporation;
•v. Corporation type;
•vi. D-U-N-S Number;
•vii. CAGE Code
2. Specific Requirements for Capability Statements. If you feel your firm possesses the ability to provide the requirements specified in the PWS, then you must respond by demonstrating your firm’s technical capability. Technical capability statements must demonstrate recent and relevant experience in the last 3 years performing SETA services of similar size and scope. Capability statements shall, at a minimum, address the following requirements:
Systems Engineering and Technical Assistance (SETA) services, general engineering, technical operations and services, both in the continental United States (CONUS) and at other than continental United States (OCONUS) locations that may occur during wartime and in hazardous locations. Objectives include:
(1) Planning, collection and analysis of data, proof of concept efforts, experiments, exercises, demonstrations (to include logistics demonstrations), configuration management and any other areas of consideration for efforts which currently include:
Joint and Coalition Targeting and Fires Coordination; and
Humanitarian Assistance and Disaster Relief (HADR)
There is potential to expand support into areas of:
Cyber Technology and Security,
Stability Operations,
Personnel Recovery, and
National Automated Coordination System (NACS),
Joint Automated Deep Operations Coordination System (JADOCS), and
DoD Defense Support to Civil Authority Automated Support System (DDASS).
(2) Information technology support services for providing information and Subject Matter Expert (SME) services to assist in the accreditation of Command, Control, Communication, Computer, Combat Systems, Intelligence, Surveillance and Reconnaissance (C5ISR) systems for the AGC and its customers.
(3) Limited Fabrication and Integration of hardware and software.
(4) Operation, maintenance and training on C5ISR systems and applications.
(5) Implementing new Tactics, Techniques and Procedures (TTPs), to include in Intelligence Community areas.
(6) Incorporating various technologies for various Military Services training and doctrine organizations as it relates to geospatial weapons and C5ISR systems consistent with the Doctrine, Organization, Training, Material, Leadership and Education, Personnel and Facilities (DOTMLPF).
(7) Providing technical and business process expertise and analysis for support of acquisition program documentation.
(8) Process and analyze financial and manpower data.
(9) Liaison to the Services and Combatant Commands (COCOMS).
(10) Rapid Prototyping, and
(11) Modeling and Simulation efforts.
