Elektro Celje – First Slovenian Electrical Utility to Introduce the ArcFM UT System

Elektro Celje is one of the leading electricity distribution companies in Slovenia, covering roughly 22% of the territory of Slovenia, comprising the regions of the Savinjska, the Koroška and lower Posavska with a total of around 50 municipalities. The distribution network consists from more than 3500 km high and average voltage power lines, 3500 transformer stations, 30 distribution transformer stations and more than 12000 km low voltage distribution lines.

A Geographical Information System (GIS) was already introduced around 2001 – but 10 years later still many issues were not correctly covered, mainly a professional business application layer, a proper integration with their remote asset database and a web application covering the needs of different departments. This lead to a European Tendering Process in 2010, which was won by the Slovenian ESRI distributor GISDATA in conjunction with the AED-SICAD application suite ArcFM UT.

One of the main goals is the optimal integration of the remote asset database. Where end users now are entering asset data in a terminal server, in the future they can capture and maintain network data in the GIS-based asset management system ArcFM UT, such greatly easing data input and system handling. More importantly, current data quality issues in terms of data inconsistencies between databases and lack of up-to-dateness are being corrected, such greatly enhancing user confidence in system data.

The project implementation will be done by AED-SICAD business partner GISDATA. Project activities consist of deployment of ESRI and AED-SICAD software, data model definition, configuration of ArcFM UT, upgrading the current GIS Database and system integration. Additionally, GISDATA will advise users on how to possibly adapt business processes to leverage the new software tools to its full potential, and incorporate the experience and examples of best practices of past utility projects into the current project. Besides the implementation of the standard business tools, GISDATA will develop certain modules specific to Slovenia, such as the reporting to the register of public utility infrastructure (GJI). The solution supports a service oriented architecture and can easily be scaled to accommodate more functional units or further users. The implementation of the AED-SICAD GIS Portal and ArcFM UT Web is the basis for many Internet applications fulfilling the varying needs of Elektro Celje’s departments.
