Over the next five years, the Bavarian Agency for Surveying and Geographic Information (Landesamt für Vermessung und Geoinformation Bayern (LVG)) will equip all of their Cadastral Offices with the latest total station technology from Leica Geosystems. The LVG has 51 state survey offices with 22 satellite offices in Bavaria, which between them manage and continuously update the official land survey register containing over 10 million plots of land.
500 survey teams are out in the field every day, undertaking about 30,000 property surveys each year, bringing certainty under law to land ownership and ensuring undisputed boundaries. On top of this, approximately 50,000 building surveys a year are needed to keep the building ownership data up-to-date in the land survey register.
The mobile survey teams find the total station is the most important tool for their everyday fieldwork. Their existing instrument stock is in some cases ten or more years old.
Therefore, the LVG set up a project group to organize the procurement of replacements through a Europe-wide tender.
The negotiated contract process was conducted in June 2011. The objective was to procure total station systems through a framework contract. The Bavarian Administration for Surveying required the new total stations to be capable of being integrated into the existing technical environment of the Cadastral Offices and wished to carry out instrument care and servicing themselves.
After a total of three rounds of negotiations with several leading manufacturers and intensive tests of the proposed instruments, Germany’s Leica Geosystems sales office came up with the most economically favorable offer. The Leica Viva TS15 won the contract with its range of functions, future security and price. Under the terms of the contract, Leica Geosystems GmbH Vertrieb must supply the Bavarian Administration for Surveying with up to 500 Leica Viva TS15 total stations over a period of five years. The first batch of 154 TS15 total stations was delivered through this framework contract in December 2011.
