A New Service “KosmoInspector’: Operational Satellite-based Monitoring of Economic Activities

ScanEx Center has developed and put into operation a new information service “KosmoInspector” intended for operational satellite-based monitoring of economic activities at remote areas and enterprises. In 2011-2013 the “KosmoInspector” service was tested when carrying out control of illegal economic activities projects, illegal domestic wastes dumps, monitoring of forest logging, emergency response, and houses construction dynamics, etc.

Promising directions of using “KosmoInspector” service are as follows:

  1. Detection of illegal economic activities facts (e.g., in form of construction, forest cuttings or open pits development within the prohibited areas), illegal functioning of industrial facilities; solid wastes landfills status control, etc.;
  2. Monitoring of industrial activities, buildings, roads and infrastructural facilities construction dynamics; monitoring of oil and gas fields developments and mastering of new territories, adherence to license constraints;
  3. Performed activities quality control (e.g., rides clearing and reclamation of disturbed lands), fishing rules abidance control (for example, when using fish traps in fishing season at the Far East), etc.
  4. Major human-induced and natural emergency situation response actions control, flash and season floods and wildfires monitoring.

 ScanNet technology and geoinformation approach are applied at the regions for economic activities control. It is based on change detection analysis of multi-temporal images using near real-time high and very high resolution optical and radar satellite imagery data.

“KosmoInspector” service puts in practice the advantages related to images reception to the proprietary network of ScanEx stations in Russia and to automated data stream processing. This allows ensuring prompt order response time and fast data provision after taking images, high monitoring frequency and comparatively inexpensive end products.

Depending on the customers’ requests, ready images can be provided, as well as processed images with detected changes or thematic reports containing the analysis of such detected changes properties.
