Since 2000, the OGC has been working sensor web enablement (SWE) standards. We now have a mature baseline of SWE standards for describing, tasking, and accessing network accessible standards. The SWE baseline includes Observations and Measurements, a standard model and encoding for observations from sensors. The SWE standards are designed to work with in-situ or dynamic sensors and from satellites to sensors in smart phones. There is an excellent book developed as part of the Sensors Anywhere (SANY) project in Europe.

The OGC Membership is now looking at requirements for very lightweight profiles and encodings for providing standard interfaces and encodings for sensors that comprise the Internet of Things.
